Add a Graphic to the Web Page Background

Download the graphic file to the My Pictures folder on your computer. (To download the graphic file, right-click it and select Save Picture As.)
Right-click anywhere on the web page and select Page Properties.
On the Formatting tab, click Browse.
Navigate to the Pictures folder on your computer.
Select the desired graphic file.
Click Open.
Click OK.
